Single Source Procurement: Corrections to Community Care Continuum HCV Enhancement

Pursuant to New York State Finance Law § 163.10(b), the New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, AIDS Institute, has made a determination to issue funding to the Southern Tier AIDS Program (STAP), Inc. in the amount of $150,000 for a period of three years (8/1/19 – 7/31/22), to support an additional full-time linkage specialist/patient navigator dedicated solely to the Willard Drug Treatment Campus (DTC). This request represents an extension of services consistent with the original procurement to offer services in the same region. The Southern Tier AIDS Program are currently the only agency providing services within the Willard DTC and are uniquely positioned to meet the growing need of HCV treatment services.
