Single Source Procurement: Hunger Prevention and Nutrition Assistance Program

Pursuant to New York State Finance Law § 163.10(b), the New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Division of Nutrition, has made a determination to provide additional funding of $146,666 in federal Supplemental Nutrition Assistance Program Education (SNAP-Ed) funding to four Regional Food Bank Just Say Yes to Fruits and Vegetables (JSY) contractors procured through the Hunger Prevention and Nutrition Assistance Program (HPNAP) RFA #1604290432. The funding will be used to support costs related to implementing policy, systems and environmental strategies (PSEs) in the Just Say Yes program.

The Hunger Prevention and Nutrition Assistance Program is a nutrition education initiative working to reduce the prevalence of overweight/obesity and decrease the risk of long-term chronic disease in low-income populations in New York State. Nutrition education workshops and policy, systems and environmental activies encourage and support increased fruit and vegetable intake, healthy beverage consumption and adoption of a physically active lifestyle. Traditionally, Just Say Yes contractors have focused their efforts on nutrition education workshops, however, the SNAP-Ed framework now requires a more robust approach by incorporating policy, systems and environmental activities. The additional funding will provide the four regional food banks with the personnel resources to accomplish program deliverables.
