Personal Responsibility Education Program - Funding Add

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Office of Women, Infant & Adolescent Health, has made a determination to issue funding to seven organizations in the amount of $950,000 to expand current programming and provide additional summer programming for youth enrolled in Personal Responsibility Education Programs (PREP). The contract increases are to be used for additional summer programming between June and August of each contract year for grantees to provide comprehensive, adolescent pregnancy prevention programs with an emphasis on Adulthood Preparation Subjects (APS).

The seven PREP grantees have stated that youth enrolled in their programs often have few resources available to them during the summer when schools are largely closed. During summer months, parents and caretakers typically seek longer summer youth programs to better align with their work schedules, which requires more time and resources than delivering short PREP sessions during the school year. The noted challenges and barriers can be addressed by providing longer and more frequent PREP program sessions.

This will increase the number of youth receiving services and will also address the federal PREP performance measures related to attendance and fidelity (the faithfulness with which a curriculum or program is implemented) since session length will not be as limited. Increased programming time will also enable the grantees to expand the federally required adulthood preparation topics.
