Single Source Procurement: Safer Bars Support and Technical Assistance

Pursuant to New York State Finance Law § 163.10(b),The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Safer Bars Support and Technical Assistance Program has made a determination to issue a Single Source Procurement to two eligible grantees to support ongoing currently funded projects.

New York State passed the “Enough is Enough” statute (NYS Education Law 129-B) in July 2015, which requires that all New York State colleges and universities adopt a set of comprehensive policies and procedures to address campus sexual assault. As part of the EiE law, colleges and universities are required to provide on-boarding and ongoing prevention education and awareness programming and services to campus sexual assault victims as well as services to the campus communities. The services provided to the campus communities will be greatly expanded through the EiE programs’ ability to provide Safer Bars Curriculum training to the alcohol-serving establishments surrounding their partner campuses based upon identified on-campus/community needs. NYSCASA and the Alliance will provide access to additional training and TA to the EiE contractors to support successful implementation of the Safer Bars initiative.

This initiative has been included in the Governor’s 2020 State of the State, titled” Support Safe and Healthy Nightlife. The fifty-two EiE programs will implement the SBCT with local alcohol-serving establishments within college communities across the state. These trainings will increase the safety of bars/restaurants for patrons, staff and surrounding communities.
