Single Source Procurement: Health Systems for a Tobacco-Free NY

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Health Systems for a Tobacco-Free NY Program has made a determination to issue a Single Source Procurement to one eligible grantees to support ongoing currently funded projects.

The New York State Department of Health and Bureau of Tobacco Control are requesting approval of a Contract Assignment between contractor New York University School of Medicine (Assignor) and New York University (Assignee). New York University School of Medicine holds a Regional Tobacco Dependence Health Systems (Component A) contract # C029608 for initiative Health Systems for a Tobacco-Free New York (HSTF).

The Assignor requests transfer of contract C029608 as Principal Investigator (PI) Dr. Donna Shelley is moving within the institution and requests the NYS project be transferred with her. NYUSOM believes a contract reassignment is in the best interest of the initiative and their organization because the work will continue without any breaks or hinderance to the current workplan. The contract needs to follow the PI for continued success of the program due to her expertise in the field.
