Single Source Award: Statewide Health Information Network for New York (SHIN – NY)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health Office of Quality and Patient Safety has made a determination to issue a Single Source Procurement to one (1) contractor to support ongoing currently funded project. The New York State Office of the State Comptroller’s Bureau of Contracts on 8/10/2022 approved a request for exemption from giving notice in the New York State Contract Reporter for the operation for SHIN-NY from New York eHealth Collaborative.

The SHIN-NY allows for the private and secure exchange of patient information in New York State to support health transformation activities that improve the patient experience of care, improve the health of populations, and reduce the cost of healthcare. Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
