Single Source Procurement: Patient Utilization of PrEP and nPEP

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Patient Utilization of PrEP and nPEP Program has made a determination to issue a Single Source Procurement to one vendors to support ongoing currently funded projects.

New York State Department of Health will purchase patient level de-identified data to assess and monitor Pre-Exposure Prophylaxis (PrEP) and non-occupational Post-Exposure Prophylaxis (nPEP) usage and adherence among New Yorkers. For persons at high risk of acquiring HIV who have trouble adhering to other prevention strategies, PrEP and nPEP could mean the difference between staying negative or living the rest of their lives with HIV. Since PrEP and nPEP have been identified as one of the three major initiatives in the NYSDOH’s plan to end HIV as an epidemic in New York State, it is imperative to continue the system that has been developed to determine how many persons are on the medication and how adherent they are. Obtaining information on PrEP and nPEP utilization greatly improves the NYSDOH’s ability to target implementation and education efforts to increase access in areas of need and to prevent as many HIV transmissions as possible.
