Single Source Procurement: Prescription Benefit Management for EPIC/AIHP

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Office of Health Insurance Program has made a determination to issue a Single Source Procurement to one vendor to support ongoing currently funded projects.

Under this contract, Magellan provides Pharmacy Benefits Management (PBM) services that support vulnerable populations through the Elderly Pharmaceutical Insurance Coverage (EPIC) program; and American Indian Health Program (AIHP) prescription drug coverage component for eight of the American Indian Nations in New York State.
