Single Source Procurement: CANS-NY Institute

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Office of Health Insurance Programs has made a determination to issue a Single Source Procurement to one vendor to support ongoing currently funded projects.

The New York State Office of the State Comptroller’s Bureau of Contracts approved a request for exemption for the Child and Adolescent Needs and Strengths Assessment for New York (CANS-NY) Technical Assistance Institute. The Institute provides training, education and technical assistance to Medicaid providers on the use of the CANS-NY screening tool. Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
