NYSOH Home Health Care Pilot

Pursuant to New York State Finance Law §163.10(b), the New York State Department of (DOH) is presenting the following summary of relevant circumstances and substantial reasons why a competitive procurement was not feasible.

NY State of Health (NYSOH) of the NYS Department of Health (DOH) seeks to extend for a period of one year the term of its current contract with Carina for the operation of the NYSOH Private Pay Home Health Care Services Pilot for New York (NYSOH Home Care Program).

NYSOH executed a Single Source agreement with Carina (C036197) to license its established technology platform and software to search for home care providers, and to customize this system for the NYSOH Home Care Pilot Program. The NYSOH Home Care Pilot Program has provided consumers with an online resource to search for private pay home care services for themselves or family members, and potentially delay enrollment in Medicaid for these services.

The New York State Office of the State Comptroller’s Bureau of Contracts on March 22, 2024 approved a request for exemption from giving notice in the New York State Contract Reporter for the NYSOH Home Health Care Pilot from Carina dba Carina Care.

Due to the specific circumstances of this procurement and the unique qualifications of the selected firm/entity, a competitive procurement was not feasible in this instance.
