Single Source Procurement: NYSOH Private Pay Home Care Services Program
Pursuant to New York State Finance Law § 163.10(b), the New York State Department of Health is presenting the following summary of relevant circumstances, material, and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, New York State of Health has made a determination to contract with Carina on a single source basis to lease information technology software in support of the new NY State of Health Private Home Health Care Services Program that was recommended by the Medicaid Redesign Team and is part of the Fiscal Year 2020-21 Budget. There was insufficient time to design program specifications and issue a competitive procurement in time for the intended program commencement period.
