Single Source Procurement: NYS WIC Management Information System (MIS) Implementation Independent Verification and Validation (IV&V)

Pursuant to New York State Finance Law § 163.10(b), the New York State Department of Health is presenting the following summary of relevant circumstances, material, and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Office of Public Health, Bureau of Supplemental Food Programs, has made a determination to contract with NTT Data State Health Consulting, LLC on a single source basis for NYS WIC Management Information System (MIS) Implementation Independent Verification and Validation (IV&V) services. NTT Data shall provide objective oversight and assessment of key deliverables for several large NYWIC enhancements approved on 1/15/2020 as an amendment to the current NYWIC Transfer and Implementation (T&I) contract. The state does not have the resources for such IV&V and there is insufficient time for a competitive procurement before the T&I is completed.
