Single Source Procurement: Medicaid Accelerated eXchange

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Office of Health Insurance Programs has made a determination to issue a Single Source Procurement to one vendor to support ongoing currently funded projects.

The New York State Department of Health intends to amend Contract C034999 with Island Peer Review Organization, Inc. (IPRO) for the Medicaid Accelerated eXchange (MAX) Program Rapid Cycle Continuous Improvement Targeting High Utilizers of Avoidable Hospital Services. The proposed amendment will modify the contract deliverables and budget but will not modify the contract term. These modifications will reduce the total contract value from $2,658,785.89 to the updated total contract value of $1,399,012.00 due to the removal of Train the Facilitator trainings. A future competitive procurement is not anticipated at this time.
