Single Source Procurement: Bureau of Vital Records (BVR) - Lexis Nexis VitalCheck Network
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health (NYSDOH) Bureau of Vital Records (BVR) has made a determination to issue a Single Source Procurement to Lexis Nexis VitalCheck Network, Inc. to support ongoing currently funded projects.
This procurement provides the NYSDOH BVR with a perpetual license and proprietary software to LexisNexis VitalCheck Network; with the Database Application for Vital Events (DAVE), Order Processing Image Issuance and Editor module. The original contract with LexisNexis VitalChek was competitively awarded through the issuance of a Request for Proposal in 2019.
