Single Source Procurement: Child and Adolescent Needs and Strengths Assessment (CANS-NY)
Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Office of Health Insurance Programs is contracting with the Praed Foundation on a single source basis. This contract provides training and certification in the use of the Child and Adolescent Needs and Strengths Assessment (CANS-NY), maintenance and upgrades of the CANS-NY web-based training site, and updates and improvements to the CANS-NY tool. The Praed Foundation holds an exclusive copyright and is the founder/creator of the CANS-NY tool.
