Single Source Procurement: Untaxed Cigarette Study

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health (NYSDOH) is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health is legislatively mandated by Public Health Law Section 1399 to conduct an independent evaluation of the statewide tobacco use prevention and control program. This service was competitively procured in 2003, 2008 and 2013. For all three cycles, RTI has won the bid. They have 15 years of experience evaluating tobacco control activities and conducting tobacco-related surveillance in NYS. Due to time constraints and their unique skillset they were awarded this contract as a single source provider.
