Single Source Procurement: National WIC Association Outreach Campaign

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The NWA is the sole source provider for the National WIC Recruitment and Retention Campaign. The campaign is already in its second year of focusing on increasing enrollment and retention in the WIC Program, while increasing positive perception of WIC. There is no other nationwide campaign currently running that reflects these goals. It would not be feasible for New York to develop a formal competitive process to begin a similar marketing campaign which would compete with the national campaign that has been established. NWA has access to in-depth socio-economic data, which is not available to other advertising companies.
