Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health (NYSDOH) is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. Public Health Solutions serves as the only fiscal agent for contracts related to enhancements and upgrades of the Electronic Case Reporting, Electronic Lab Reporting and Citywide Immunization Registry systems, and has performed the foundational work for these projects on behalf of NYSDOH.
