Single Source Procurement: Behavioral Risk Factor Surveillance System (BRFSS)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Bureau of Chronic Disease Evaluation and Research Program has made a determination to issue a Single Source Procurement to ICF Macro, Inc. to support ongoing currently funded projects.

The Department and ICF Macro, Inc. conduct the 2019-2023 surveys which aid in evaluating Prevention Agenda initiatives, DSRIP and the NYS Health Benefit Exchanges. ICF Macro was selected to serve as New York’s BRFSS vendor based on a competitive procurement. Two proposals were received in response to the competitive Request for Proposals (RFP) 17846. ICF Macro Inc. submitted the only proposal to meet the minimum requirements. Because ICF Macro Inc. is currently under contract to provide this service to the Department, they are the only vendor capable of completing the additional surveys on behalf of the Department.
