Single Source Procurement: New York State of Health (NYSOH)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health New York State of Health Program has made a determination to issue a Single Source Procurement to Kivvit LLC to support ongoing currently funded projects.

The New York State Department of Health, New York State of Health (NYSOH) is focused on the steps that nearly 9 million New Yorkers need to take to avoid losing their health coverage. Federal rules require that no one enrolled in public programs lose their health insurance coverage through the Public Health Emergency (PHE). As a result many individuals have not had to renew in over 2 years and they could risk losing coverage if we are unable to reach them. Messaging to consumers about these steps need to be carefully crafted to convey urgency and smoothly transition these 9 million New Yorkers into ongoing coverage. Given the unprecedented circumstances and the ongoing need NYSOH would be unable to solicit bids in time to meet the Federal and State timelines.
