Single Source Procurement: DataMart Knowledge Transfer

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. Accenture was selected as Datamart vendor through the Project Based Information Technology Consulting Services (PBITS) competitive bidding process under contract PB050AB. Accenture began working on the design, development and testing of this DataMart solution in September 2016. The system was implemented in September 2017. As a result of this engagement, it was necessary for Accenture to gain an in-depth understanding of Health Exchange data. This level of expertise enabled them to design, build, and implement a system that can swiftly and effectively react to changes in the complex Marketplace source system. No other vendor can currently provide these services, leveraging such expertise or experience.
