Single Source Procurement: Physician Workforce Study

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The Research Foundation is the only organization with the necessary level of health workforce data analysis expertise required to successfully complete the project activities. The Research Foundation is the only qualified organization/individual that has both a substantive understanding of health workforce issues in New York and the technical capacity to identify and describe current and future access problems, analyze potential workforce policy solutions, as well as assist DOH with the processing of health professional shortage applications as well as other service-obligated programs in the state. They are in a enter is in a unique position to efficiently use its extensive experience and expertise on health workforce issues to successfully complete the tasks associated with this project.
