Single Source Procurement: Electron Microscopy

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The specifications were developed over a period of four years, in direct consultation with the JEOL engineers. While many components are shared with similar JEOL TEMs, several unique features were specially engineered and constructed for the Department. Naturally, the plans, parts and any required services are proprietary, so replacement parts, etc. cannot be provided or manufactured by any other vendor.
