Single Source Procurement: Laboratory Information Management System

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. This is a sole source procurement as the customized software used to run the Newborn Screen Program is proprietary to Natus. They are the only qualified contractor who can provide the needed services. Natus developed this software originally and has supported it for over 25 years. Natus supports similar (though not identical) releases of this software in many other states. It is not practical for any other vendor to learn the Natus software and then support it.
