Single Source Procurement: American Indian Health Program (AIHP) for Vision – Contract Extension

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The current contract was procured by piggyback on the Civil Service statewide contract with Davis Vision which ends 12/31/2021. This piggyback procurement is consistent with Section 163(10)(e) of the New York State Finance Law. The three month extension would avoid a gap in services until the new Civil Service Statewide contract is awarded. The contract with the Department of Civil Service offers economies of scale that a separate agreement with a vision care provider cannot achieve for the American Indian Health Program (AIHP) for Vision.
