Single Source Procurement: State Systemic Improvement Plan

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The contractors are federally-designated as University Center for Excellence in Developmental Disabilities through a competitive application process. As such, they are uniquely positioned to assist the NYS Department of Health (the Department) related to quality improvement activities for the New York State Early Intervention Program, which serves children under the age of three with developmental disabilities and their families.
