Single Source Procurement: Metropolitan Area Regional Office Medical Entomology Lab

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The DOH requires these laboratory resources to house staff and equipment necessary to conduct disease surveillance, investigative and research functions at the Vector Ecology Laboratory located at the Calder Center of Fordham University. This location is attractive to the NYSDOH because the Calder Center is located in the lower Hudson Valley, a highly populated region where vector-borne diseases are prevalent and are both established, e.g., Lyme disease and anaplasmosis, and emergent, e.g., babesiosis, Powassan virus, and West Nile virus.
