Single Source Procurement: New York State Smoker’s Quitline (NYSSQL)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Center for Community Health Program has made a determination to issue a Single Source Procurement to Health Research Inc., Roswell Park Cancer Institute to support ongoing currently funded projects.

The New York State Department of Health, Division of Chronic Disease Prevention, Bureau of Tobacco Control (BTC) focuses on developing and implementing community norm change to reduce morbidity and mortality and alleviate the social and economic burdens caused by tobacco and vapor product use. Under BTC’s direction, the New York State Smoker’s Quitline provides evidence-based cessation services including coaching by phone, approved medications to some callers, as well as web-based and written informational resources for New Yorkers trying to quit smoking, those who have recently quit smoking and persons supportive of these individuals. Extension of the Quitline contract will support New Yorkers with smoking cessation while we work to release the competitive procurement for the next five-year period. COVID deployments among many Chronic Disease Prevention staff resulted in a significant delay in RFA development. The RFA is under Department review for release which is anticipated to occur by May 18, 2022.
