Single Source Procurement: NYWIC M&O Services

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Bureau of Supplemental Food Programs has made a determination to issue a Single Source Procurement to one vendor to support ongoing currently funded projects.

This request is for an 18-month extension to the current contract with Three Sigma to allow a sufficient transition period to ensure there is no interruption in the operation of the NYS WIC Management Information System (NYWIC) and its mobile applications while migrating these services to the newly awarded vendor recently selected via a competitive RFP.
