Single Source Procurement: Children and Maternal Health, Cost Extension

Pursuant to New York State Finance Law § 163.10(b), the New York State Department of Health is presenting the following summary of relevant circumstances, material, and substantial reasons why a competitive procurement was not feasible. The Division of Family Health (DFH) will extend contract C031800 with the National Institute for Children’s Health Quality (NICHQ) at additional cost. NICHQ provides support to the New York State Perinatal Quality Collaborative (NYSPQC) Primary Project as well as the NYSPQC Birth Equity Improvement Project (BEIP). The extension is needed due to delays achieving contract deliverables and completing projects within the original timeframe largely due to COVID staff deployments at the NYSDOH as well as many of the participating birthing hospitals.
