Single Source Procurement: Program Performance Monitoring and Quality Improvement in Maternal and Child Health

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health Division of Family Health, Bureau of Perinatal, Reproductive Adolescent and Sexual Health Program has made a determination to issue a Single Source Procurement to one (1) grantee to support ongoing currently funded projects.

This contract supports The Program Performance Monitoring and Quality Improvement in Maternal and Child Health program activities to support program monitoring of Family Planning, School-based Health Clinics (SBHC), and SBHC-Dental (SBHC-D) programs. In addition, it supports deliverables related to (a) developing regulatory standards for clinical care, provider qualifications, and other elements related to Perinatal Regionalization, and (b) support to survey, conduct onsite reviews, and provide recommendations for the Department to redesignate all 119 birthing hospitals in accordance with Title 10 of NYS Codes, Rules and Regulations, Section 721 (once revised regulations are promulgated).
