Single Source Procurement: Medicaid Evidence-Based Benefits Review

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The purpose of this contract is to assist the Department with evidence-based research, decision making, and policy design related to Medicaid basic benefit redesign efforts. Due to the complexity of evidence-based reviews required by the Medicaid program, and requirements related to the Department’s Evidence Based Benefit Review Advisory Committee (EBBRAC) imposed by changes to Social Services Law 365-d it would be impractical to contract with another entity. Additionally, this would add unnecessary delays to the process.
