Single Source Procurement: Akwesasne (Sewakwatho) Community Drop-In Center Project

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health, Office of Minority Health & Health Disparities Prevention (OMH-HDP) has made a determination to issue a Single Source contract C030218 with Saint Regis Mohawk Tribe of Akwesasne for implementation of the successful demonstration project that established the Akwesasne (Sewakwatho) Community Drop-In Center Project. This proposed contract will be for a five year period, commencing on April 1, 2015 and going through to and including March 31, 2020.

The Akwesasne (Sewakwatho) Community Drop-In Center (Center) was initiated as a demonstration project in April 2014 to meet the growing need for community support services to assist in the maintenance of on-going sobriety efforts for Akwesasne community members recovering from alcohol and substance abuse. The Center, operated by the Saint Regis Mohawk Tribe and staffed by community volunteers, has filled a tremendous gap in services to support and maintain sobriety efforts following in-patient rehabilitation. Through a combination of self-referrals and referrals from local alcohol and substance abuse providers, Sewakwatho has filled a critical void and provided a high priority resource for the Nation.

Understanding the importance of the establishment of a solid and stable social network for persons in recovery to maintain their sobriety, the Center provided a safe and supportive environment for people to make connections, build relationships, and obtain help and encouragement when the need arises.
