Single Source Procurement: WIC Training Services No Cost Time Extension

Pursuant to New York State Finance Law § 163.10(b), the New York State Department of Health is presenting the following summary of relevant circumstances, material, and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Office of Public Health, Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), has made a determination to amend its contract with Cicatelli Associates, Inc. to include virtual online classroom and workshop training. The amendment is necessary to end the interruption of training cause by the COVID-19 pandemic social distancing mandates and maintain compliance with federal staff training regulations. The no-cost amendment will also extend the contract end date to avoid a gap in service while the competitive procurement for these services, which experience COVID-related delays, is completed.
