Single Source Procurement: Merit Peer Review Services

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The Department of Health is electing to extend the ending date and increase the value of contract C030164 with AIBS. This contract was originally awarded to AIBS through the competitive process. The nuances of the peer review process are such that, although there may be other organizations that provide peer review services, none may step in mid-way through the process and be expected to close out the peer review process. Rather, they would need to start from square one (recruitment phase), which would negatively impact the closeout process.
