Medicaid Redesign Team (MRT) Supportive Housing Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Office of Health Insurance Programs, has made a determination to issue funding to Staten Island Behavioral Network, Inc. and Project Hospitality, Inc. for a period of three months to continue providing coverage for the housing needs of Medicaid members located in Staten Island, Richmond County and are currently enrolled in New York’s Health Home program. The three month extension will ensure that there is no gap in coverage for the Staten Island rental subsidies and provide sufficient time for a smooth transition of services to occur under the soon to be awarded grantee. A competitive Request for Application (RFA) process is currently underway to award one grantee the region of Staten Island and all its existing Health Home participants. RFA #18214 (MRT Health Home Supportive Housing Program- Staten Island) is scheduled to announce the awardee on September 17, 2019, with the new contract starting January 1, 2020.
