Single Source Procurement: Medical External Review Services, Cost Extension

Pursuant to New York State Finance Law § 163.10(b), the New York State Department of Health is presenting the following summary of relevant circumstances, material, and substantial reasons why a competitive procurement was not feasible. The Office of Quality and Patient Safety will extend contract C029859 with Island Peer Review Organization, Inc. at additional cost. This contract includes External Quality Review (EQR) for the Medicaid Managed Care program, Utilization Review for the Fee-for-Service Medicaid program, the AIDS Intervention Management System (AIMS) for the AIDS Institute, and several other quality improvement and patient safety studies. The extension is needed to avoid an interruption of services while a new Request for Proposals is implemented after several development delays, including COVID-related staffing issues and COVID-informed content.
