Single Source Procurement: Medicaid Eligible Professional Expansion Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The New York State Department of Health has made a determination to issue two (2) Single Source Procurements: 1) New York eHealth Collaborative (NYEC REC) and 2) New York City Regional Extension Adoption Center (NYC REACH), contracts C029354 and C029355 respectively. Collectively, these contracts will be known as the Medicaid Eligible Professional Expansion Program (EP2). The concept for this program has been approved by the Centers for Medicaid Services (CMS) in the DOH annual Implementation Advance Planning Document-Update for 2012-2014.

Through Medicaid EP2, the contractors will be responsible for delivering education, outreach, and technical assistance to an estimated 3,700 Medicaid Eligible Professionals who are not otherwise covered under other direct assistance contracts for NY Medicaid Electronic Health Records (EHR) activities (such as HEAL or those contracts issued under the Office of the National Coordinator for Health IT).

Each contract will have a multi-year term of two years retroactive to 10/1/2012 through 9/30/2014, with costs not to exceed $10,404,000 for New York eHealth Collaborative and $10,500,000 for New York City Regional Extension Adoption Center.

Over the lifetime of these contracts both organizations have developed the infrastructure and expertise required to carry out the contact deliverables.
