Single Source Procurement: NYS Hepatitis C Virus (HCV) Rapid Testing Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health NYS Hepatitis C Virus (HCV) Rapid Testing Program Program has made a determination to issue a Single Source Procurement to one eligible grantees to support ongoing currently funded projects.

Launched in 2012, the NYS Hepatitis C Rapid Testing Program provides access to free HCV screening for populations most likely to be infected with HCV. Through the program, purchased kits and other testing supplies are distributed free of charge to public health programs and community-based organizations (e.g., harm reduction/syringe exchange programs, clinics for sexually transmitted diseases, and HIV counseling and testing sites) throughout the state so they can offer free HCV screening to at-risk populations. The contract with FAR supports this program by providing the purchasing, tracking, storage and distribution system.

The New York State Department of Health (NYSDOH) AIDS Institute (AI) is extending its contract with the Foundation for AIDS Research (FAR) for an additional one-year term to prevent a gap in services while a Solicitation of Interest (SOI) is completed. The contract supports the NYS Hepatitis C (HCV) Rapid Testing Program.
