Single Source Procurement: NYS Hepatitis C Virus (HCV) Rapid Testing Program Enhancement

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health NYS Hepatitis C Virus (HCV) Rapid Testing Program Enhancement has made a determination to issue a Single Source Procurement to one eligible grantees to support ongoing currently funded projects.

Launched in 2012, the NYS Hepatitis C Rapid Testing Program provides access to free HCV screening for populations most likely to be infected with HCV. Through the program, purchased kits and other testing supplies are distributed free of charge to public health programs and community-based organizations (e.g., harm reduction/syringe exchange programs, clinics for sexually transmitted diseases, and HIV counseling and testing sites) throughout the state so they can offer free HCV screening to at-risk populations.

This enhancement is being used to support a pilot screening study for Hepatitis C virus (HCV) infections among clients seeking services at New York State Office of Alcoholism and Substance Abuse Services (NYS OASAS) treatment programs. This study will: 1) help to determine the HCV prevalence among clients enrolled in NY SOASAS Outpatient Drug Treatment programs and Opioid Treatment Programs (OTPs); 2) build capacity within NYS OASAS programs to conduct HCV rapid testing; and 3) increase the number of persons with a substance use disorder who know their HCV status, are linked to care and treated for HCV. The study intends to test at least 5,000 individuals in nine Outpatient Drug Treatment programs and seven OTPs across NYS.
