Single Source Procurement: Education, Training and Technical Assistance (ETTA) Evaluation

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The Department of Health has prepared a Request For Applications to procure the services of a qualified contractor to design and conduct the evaluation within parameters established by the Center for Health Care Quality and Surveillance, Nursing Home Quality Improvement Program. The RFA for Education, Training and Technical Assistance (ETTA) Evaluation requires the contractor to collect and analyze both baseline and follow-up data, which must be provided to the Health Education and Research Foundation (HERF). Due to unforeseen circumstances, this competitive procurement has been delayed. As the evaluation contract will not be in place in time to collect baseline data before the ETTA activities are provided to nursing homes by HERF, the Department seeks to temporarily single source this specific task to the Foundation for Long Term Care (FLTC), the research arm of Leading Age NY, an association of voluntary nursing homes.

This single source procurement will result in a 3-month contract with a start date of January 1, 2014 and an end date of March 31, 2014. FLTC will develop, pilot test and implement web-based data collection tools by March 31, 2014. These tools will be provided to HERF, allowing them to continue the ETTA project until the new evaluation contract resulting from the competitive procurement begins on July 1, 2014. The single source period will allow for the continuation of critical services pending outcome of a new competitive procurement to obtain these services.
