Single Source Procurement: Electronic Pre-hospital Care Report (e-PCR) System Hosting and Support

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The New York State Department of Health, Bureau of Emergency Medical Services and Trauma Systems (BEMSATS), has made a determination to issue a Single Source Procurement to one (1) vendor to support ongoing currently funded projects.

This extension to the current contract will provide hosting and software support for the New York State (NYS) Electronic Pre-hospital Care Report (e-PCR) project. Primary responsibilities include working under the direction of the NYS Department of Health (DOH) BEMSATS to support and facilitate the collection, maintenance, integration, and analyses of comprehensive patient care data from Emergency Medical Service (EMS) entities and other data sources as determined by DOH. For continuity of services, and in support of improved public health outcomes, it is practical to continue to work with ImageTrend until the successor contract is in place.
