Single Source Procurement: Early Intervention

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. Current FICSP contract C028609 was awarded to Cam-Held Enterprises, Inc. DBA Just Kids Early Childhood Learning Center through a competitive procurement. It would not be practical for the Department to utilize a vendor other than the incumbent to continue to provide Partners training and other parent supports through an extension, while a new competitive procurement is being developed. Just Kids already has the knowledge and experience to support the scope of work proposed in this contract extension, including experienced personnel and trainers who have trained on the Department sponsored curricula for many years.
