Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. VitalChek has built a national secure platform that supports order processing, authentication of eligibility, customer service, electronic exchange of orders and payments and delivery of certificates specifically for vital records offices in the nation. Additionally, the Department have enhanced existing internal system to ensure seamless exchange and matching of customer orders against our vital records certificate repository for a seamless process.
