Single Source Procurement: Community Service Program

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

An appropriation in the amount of $525,000 was included in the 2017/2018 Legislative Budget for the Community Services Programs (CSPs), requiring amendments/enhancements to the existing contracts. The AIDS Institute currently funds fourteen CSP contracts.

The overall goal of these contracts is to support a high impact approach to prevention efforts. Funding allows for the provision of targeted HIV testing, behavioral counseling, STD/HCV screening and linkage to care, targeted client recruitment, evidence based interventions to HIV positive persons, their partners, and persons who engage in high risk behaviors, harm reduction services, linkage and navigation to care, condom education, promotion, and distribution, health promotion activities, community engagement and mobilization activities, and other services which support the implementation of the Governor's three-point plan to end AIDS.

The Regional Prevention and Support Service initiative (also known as Community Service Program or CSP) ensures organizational viability and maintains a regional structure for the provision of HIV/STD/HCV prevention and support services. This important core funding is intended to be a foundation from which other funding sources are secured to strengthen capacity and build HIV/STD/HCV related programming in the agency's target region. As regional providers, these agencies play a significant role in the implementation of AIDS Institute priorities which seek to support the Governor Cuomo's three-point plan end the AIDS epidemic in New York State.
