Single Source Procurement: Determination, Billing and Accounting for Fees

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. An extended contract with the Center on Addiction and Substance Abuse (CASA) is necessary to maintain continuity of analysis and data compilation to the end of the evaluation phase. The Health Home Evaluation contract will commence for one (1) year upon approval of this contract extension. It would be impractical, inefficient, and costly for another vendor to attempt to take over this work at this time. A new service provider would have to recreate (with additional cost) much of the Health Home evaluation data in order to obtain the necessary knowledge and expertise regarding the Health Home program and its data to complete the project. As such, CASA is the only feasible option for continuation of these services.
