Single Source Procurement: HIV/AIDS Serosurveillance Project

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The AIDS Institute is proposing to extend Contract C027592 with Albany County Department of Health for the purpose of augmenting field investigations in HIV/AIDS surveillance. This contract was originally awarded through a single source CRER approved on February 29, 2012. Due to staffing issues at the state and local level, Albany County is in a unique position that makes this need vital to public health. The Capital District Region has had the lowest field staffing relative to case load of any region in the state.

Albany County consistently has the largest cumulative and annual number of HIV/AIDS cases in the region (largely due to the city of Albany). The above stated scope of morbidity and reporting difficulties combined with a paucity of state staff to designate to this area, make this region unique in its need for extra surveillance effort. The additional capacity for surveillance in Albany County will assure that HIV data is confirmed in a timely manner.
