Single Source Procurement: Enrollment Brooker Workplan

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible. The Department of Health does not have enough resources to assume this activity directly, therefore, moving it to the contractor allows DOH to provide this service in accordance with Federal and State regulations. Maximus can provide this service to the State in the stated timeframe, by utilizing existing infrastructure, systems platform and experience to provide this service to consumers as an independent entity, using a person-centered approach. Maximus has established mechanisms to communicate effectively with consumers, providers, and managed care plans to complete the assessment process, coordinate the development of the person-centered services plan and monitor access to services. Maximus currently provides this service to seven states under other contracts including Tennessee, Virginia and Connecticut. and could seamlessly incorporate this responsibility into the currently established processes and procedures.
