Single Source Procurement: End of AIDS - Adolescent PrEP Forum

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

The AIDS Institute's Office of the Medical Director currently contracts with Johns Hopkins University (JHU) to develop, disseminate and implement state-of-the-art clinical practice guidelines. These guidelines address the medical management and treatment needs of patients with HIV infection as well as biomedical prevention (PrEP). Johns Hopkins is uniquely positioned to plan and execute the PrEP Implementation Forum. They plan our guidelines steering committee meetings and other in person guidelines committee meetings because, the content of the meeting will influence our guidelines programs and by having them present, they can consider the impact of the discussions on our current guidelines. It is imperative that the momentum of the governor's charge to end the HIV epidemic is not slowed due to a lack implementation science. JHU has proven their ability to deliver statewide clinical meetings, develop summary reports and use this evidence to inform our guidelines development. All of these factors ensure a well-planned, clinically focused meeting with meaningful outcomes.

HIV pre-exposure prophylaxis (PrEP) is a critical tool in our HIV prevention portfolio and the AIDS Institute is firmly committed to promoting access to PrEP in accordance with our state's plan to end the AIDS epidemic by 2020. The Adolescent PrEP Implementation Forum will bring together clinical experts, community providers and other stakeholders together to discuss the unique issues associated with PrEP for adolescents. PrEP is a relatively new biomedical intervention and we need to increase the number of clinical providers and increase access to PrEP and healthcare. This forum will address issues unique to this populations in relationship to clinical care, retention and adherence, and sexual health. The forum will inform future policy, clinical guidelines, programming and education.
