Single Source Procurement: Criminal Justice Initiative (CJI)

Pursuant to New York State Finance Law § 163.10(b), The New York State Department of Health is presenting the following summary of relevant circumstances, and material and substantial reasons why a competitive procurement was not feasible.

NYSDOH AIDS Institute is executing an additional 6-month extension for contracts funded under the initiative, "HIV/STI and Hepatitis C Prevention and Support Services for Inmates and Individuals Returning to the Community from New York State Correctional Facilities (CJI)," to allow more time for the development of a new model that is responsive to End the Epidemic goals and enhances the implementation of a High-Impact Prevention approach targeted to incarcerated individuals and individuals being released to the community. These contracts are due to be resolicited and the new model will be a central component of the new RFA.

NYSDOH has a long standing collaborative relationship with the New York State Department of Corrections and Community Supervision (NYS DOCCS) enabling the implementation of prevention interventions and support services to incarcerated individuals and individuals being released to the community. This joint venture has facilitated the provision of effective programming in NYS DOCCS correctional facilities and communities across NYS. Activities include anonymous HIV testing, HIV, STD, and HCV prevention, peer education and training services, and linkage and navigation services that ensure that the improved health outcomes achieved during incarceration continue upon, and for six months following, community re-entry.

This amendment is to extend currently approved programs through 7/31/2017 to ensure there is no gap in HIV prevention and navigation and linkage to care services for this high-need population. These programs were funded through a competitive RFA in 2010.
